Jennifer Ross-Carrière joined Spartan in October 2020. Jennifer is responsible for the legal and corporate governance of the Company as well as our People & Culture team.
With over 20 years of experience gained as in-house general counsel and as a lawyer at Canada’s leading law firms Gowlings WLG, Osler LLP, and McCarthy Tetrault LLP, Jennifer has provided legal, strategic, and operational advice to a variety of organizations in the public and private sectors. She specializes in areas such as intellectual property, licensing, contracts, corporate law, mergers & acquisitions, corporate governance, alternative dispute resolution, litigation, employment, immigration, and export control.
Prior to joining Spartan, Jennifer was the General Counsel, Corporate Secretary, and VP, People & Culture at IFS Aviation & Defense (formerly Mxi Technologies Ltd.) where she was involved in all key legal, people, and business matters from February 2009, through its acquisition and merger into IFS, a global enterprise software vendor in January 2017. She commenced her in-house career as General Counsel and Director of Policy for Momentous.ca Corporation, where she also assumed the role of CEO and Director of the Coalition for ICANN Transparency.
Jennifer is a graduate of Carleton University (B.A. Hons.) and McGill University Law School and is a member of the Bar of Ontario.
Trevor is responsible for the overall commercial operations and strategy at Spartan, including leading commercial sales, marketing, and product strategy teams.
Trevor is an experienced commercial leader with a deep understanding of global clinical testing markets. Prior to joining Spartan, Trevor was Vice President of Precision Medicine at SeraCare Life Sciences, leading the creation and operation of a new clinical genomics business unit to access the rapidly growing genomic testing market.
Trevor holds a Master of Science (M.Sc.) in Cell Biology from the University of Alberta, and a Bachelor of Science (B.Sc.) Honors in Biochemistry and Molecular Biology from McMaster University.
Chief Commercial Officer
Sean joined Spartan in 2015 and is responsible for the manufacturing of Spartan’s instruments and tests. Sean has more than 30 years of experience in operations and manufacturing at companies including Abbott point-of-care, JDSU, and Nortel. At Abbott, he was Plant Director of a 500,000 square-foot medical device manufacturing facility that produced the i-STAT® portable clinical analyzer and 35 million test cartridges annually.
Sean holds a Bachelor of Mechanical Engineering degree from Carleton University and a Masters of Business Administration degree from Queen’s University. He is a licensed Professional Engineer.
Chief Operating Officer (COO)
Steve joined Spartan in 2019 and oversees corporate strategy and international business development. Steve has more than 15 years of experience in business development, strategic planning, and international markets such as the Middle East. He has founded and held senior leadership roles in several high-technology companies, including Knowmadics, Cobham plc, and EMS Technologies (NASDAQ: ELMG). Most recently, Steve was the CEO and President of Nautics Group, a military surveillance company.
Steve holds an Honors Bachelor of Applied Science in Systems Design Engineering from the University of Waterloo.

Jeremy Bridge-Cook is a seasoned leader who is leading the research and development of all product lines at Spartan, and leading the Assay and Engineering teams. When it comes to assay development and innovation —areas highly critical to Spartan’s growth—Bridge-Cook’s background in the diagnostic space is key. Jeremy brings to Spartan former experience as the President and CEO of RNA Diagnostics Inc., and Senior Vice President of Research and Development at Luminex Corporation.

Rochelle Stenzler has a distinguished business career as both a board director and senior executive, including serving as the Chair of the Board of Cynapsus Therapeutics (NASDAQ:CYNA), until it was acquired for C$841M by Sunovion Pharmaceuticals. She currently serves as an Advisory Board member of Social Capital Partners.
Rochelle is the former Chair of Enwave Energy Corporation and Chairman, Executive Committee member of the CACDS (Canadian Association of Chain Drug Stores), amongst others. Her community involvement includes roles as a Member of the Advisory Board of the B’nai Brith Foundation and serving as a long standing Director of YPO Ontario/YPO Ontario Gold (Young Presidents Organization) where her roles included Board Chair, Education Chair & Finance Chair, ending in 2017.
Mrs. Stenzler has extensive experience as a senior executive in healthcare, retailing, consumer packaged goods and IVR technology. Rochelle’s executive leadership roles include being President & CEO of TouchLogic Corporation; President, International Operations of TLC Laser Eye Centers Inc.; President of Revlon Canada Inc.; and President & General Manager of Pharma Plus Drugmarts Ltd.
Rochelle is originally a pharmacist by education and training. She is a graduate of the University of Toronto with a Bachelor of Science in Pharmacy and a Gold Medal in Compounding and Dispensing, and the Rotman School of Management, Institute of Corporate Directors, with an ICD.D.
Mrs. Stenzler recently served as Vice Chair of Humber River Hospital, and served as Chair of its Nominating, Governance and Human Resources Committee, as well as a member of its Finance & Audit Committee and Innovation & Transformation Committee.

Maryscott (Scotty) Greenwood is a Crestview Strategy Partner and the U.S. Managing Director. Scotty assists clients with their legislative and public policy challenges in Canada and the United States. Her experience cuts across borders and sectors, including energy, transportation, life sciences, professional sports and others.
A former American diplomat to Canada and a frequent media commentator and public speaker, Scotty serves as a business and public policy advocate, communications expert and political strategist to Fortune 500 companies, trade associations and nonprofit organizations. She holds a BA in Political Science from the University of Vermont.
As CEO of the Canadian-American Business Council, she has repeatedly been recognized by Canadian newsweekly The Hill Times, which has named her one of the country’s “Top 100 Lobbyists” (2017), “Top 100 People Influencing Canadian Foreign Policy” (2014) and “Top 100 Most Influential People in Government and Politics” (2010). She previously served as a Principal at Dentons from July 2015 to June 2019 and as a Senior Managing Director at McKenna, Long & Aldridge LLP from April 2001 to June 2015. Scotty has also served as a Director on the Board of Tilray since its successful NASDAQ IPO in July 2018.
In 2001, Scotty spent four years as chief of staff of the US Embassy in Canada, having been offered the diplomatic posting by President Clinton. During this time, she received the State Department’s Meritorious Honor Award for her innovative outreach program to US governors and Canada’s premiers to foster cooperation on issues of mutual concern.
From 1993 to 1997, Scotty was director of intergovernmental affairs for the city of Atlanta, handling state and federal relations, including serving on the White House Interagency Task Force on Olympic Security and working on various other projects related to the 1996 Centennial Olympic Games in that city. Prior to that position, Scotty was executive director of the Democratic Party of Georgia. She has worked on the state’s Democratic primary and presidential campaigns since 1988.

Seymour Liebman is Executive Vice President, Chief Administrative Officer and General Counsel of Canon U.S.A., Inc., Senior Managing Executive Officer of Canon Inc., Japan and Chairman of BriefCam, Ltd.
Mr. Liebman joined Canon U.S.A. Accounting Division in 1974 as a Manager and was promoted to Vice President in 1987. In 1989, he established the in-house legal department at Canon U.S.A., where he currently oversees almost 50 in-house attorneys including intellectual property attorneys. In 1996, he was promoted to Executive Vice President and General Manager for Administration and Regional Operations as well as being named General Counsel. In addition to these positions, Mr. Liebman was appointed Chief Administrative Officer in 2008. He oversees all legal affairs and corporate administration functions for Canon Americas.
From 2011-2012, Mr. Liebman was President of Canon Information and Imaging Solutions, a wholly owned subsidiary dedicated to expanding what was formerly Canon’s overall solutions business, comprising software and service offerings.
In July 2018, Mr. Liebman was appointed Chairman of BriefCam, Ltd., which provides solutions for rapid review and search of surveillance video.
Mr. Liebman was the first non-Japanese Canon executive to be appointed an Executive Officer of Canon Inc. in Japan by the Company’s shareholders and Board of Directors in 2009. In 2013 Mr. Liebman was promoted to Senior Executive Officer of Canon Inc., and in 2016, he was promoted to Senior Managing Executive Officer of Canon Inc.
Mr. Liebman earned his Bachelor of Arts in mathematics from Hofstra University, a Master’s Degree in mathematics from Rutgers University, a Master’s Degree in accounting from Long Island University and a JD from Touro Law School. He received an Honorary Doctorate from Hofstra University and gave the keynote address at graduation in May 2016. He is a Certified Public Accountant and an Attorney admitted in New York, New Jersey and Washington, D.C.

Dr. Jamie Spiegelman is a senior staff doctor at Humber River Regional Hospital in the Departments of Internal Medicine and Critical Care Medicine. He has also served as the President of the Medical Staff Association, Hospital Board Director and Foundation Director of Humber River Hospital.
Dr. Spiegelman has been involved in numerous healthcare and technology startups in a variety of roles including as a co-founder, inventor, advisor, principle investigator and board director with companies such as: Plexagen Diagnostics – multiplex PCR chemistry, Spartan Bioscience – rapid, portable DNA testing, and Lobo Genetics – personalized cannabis with science and genetics
Dr. Spiegelman also has extensive clinical, research and laboratory experience including with Peter Oefner and Ronald W. Davis at Stanford University’s Genome Technology Center. He has been published in numerous scientific journals on a variety of research topics including:
Dr. Spiegelman has a BSc in Human Biology and a Medical Degree from the University of Toronto. He completed his fellowship in Intensive Care Medicine at the University of Toronto.
